Iowa

Beginning in 2014, Iowa provides five separate indicators for the type of outpatient service. Because a patient can receive more than one type of outpatient service, the five indicators were concatenated to create a five-character value for the HCUP data element OPService. Each character is either 0 for no outpatient service of that type or 1 indicating that patient received that type of service. See the table below for a description of each type of outpatient service. For example, the OPservice value of "10000" means the patient received care in the emergency room, but none of the other four types of outpatient services. The OPservice value of "10100" means the patient received both emergency and observation services.

Position Description
First byte EMERGENCY ROOM - A value of 1 indicates the patient had emergency room revenue codes and/or EM codes on their record which include: HCPCS codes 99281-99285 or 99291 or revenue codes 0450, 0451, 0452, 0456, or 0459.

Beginning with 2018 data the Location of Service code is only populated for populated for physicians/physician practices and can be blank when Place of Service (OP4006) is not populated with codes 11, 17, 20, 22, 49, 50, 71, 72.

Minnesota

Minnesota provides four separate indicators for the type of outpatient service. Beginning with 2017 data, these flags are used to create OPService. Because a patient can receive more than one type of outpatient service, the four indicators were concatenated to create a four-character value for the HCUP data element OPService. Each character is either 0 for no outpatient service of that type or 1 indicating that patient received that type of service. See the table below for a description of each type of outpatient service. For example, the OPservice value of "1000" means the patient received care in the emergency room, but none of the other four types of outpatient services.
