This utilization flag is specific newborn level II accommodations which include nursing care for low birth-weight neonates who are not sick but require frequent feeding, and neonates who require more hours of nursing than normal. Level II care will accept infants more than 32 weeks old and weighing more than 3 lb. 5 oz. Depending on the purpose of the analysis, it may be advisable to use Newborn level II in conjunction with the utilization flags for Newborn levels III and IV. The Utilization Flag software creates 30 data elements that reveal additional information about use of health care services. All of the utilization flags use Uniform Billing (UB-04) revenue codes. Ten of the utilization flags use ICD-9-CM procedure codes. Another ten of the utilization flags use the procedure Clinical Classification Software (CCS). The utilization flag for newborn level II accommodations is assigned using only revenue codes and is not impacted by the switch from ICD-9-CM to ICD-10-PCS procedure coding in the fourth quarter of 2015.
