Starting in data year 2020, the data element SASD_SEDD identifies whether a record resides in both the State Ambulatory Surgery and Services Database (SASD) and State Emergency Department Database (SEDD). Records identified by the HCUP Partner organization as ambulatory surgery (AS) are included in the SASD. Records identified by the HCUP Partner as emergency department (ED) or have evidence of ED services (HCUP data element HCUP_ED > 0) are included in the SEDD. In addition, if there are any outpatient records not identified as AS or ED, then these additional outpatient records are included in the SASD.

Some records are included in both the SASD and SEDD because they include information indicating both AS and ED services. This can occur because of the following two scenarios and the inclusion in both files has changed over time:

  • Starting in data year 2004, if the HCUP Partner has indicated that the record is an AS record and there is evidence of ED services (e.g., HCUP data element HCUP_ED > 0), then the record is placed in both the SASD and SEDD. In the SEDD, these records will have data elements STATE_AS = 1 and HCUP_ED > 0.
  • Starting in data year 2020, if the HCUP Partner has indicated that the record is an ED record and there is evidence of an ambulatory surgery (indicated by at least one CPT procedure code on the record that qualifies as a narrow surgery based on the HCUP surgery flag, HCUP_SURGERY_NARROW_CPT), then the record is placed on both the SASD and SEDD. In the SASD, these records will have data element STATE_ED = 1.

In both the SASD and SEDD, these records have the same value for the HCUP variable KEY.
